This theme is intended for rooted devices running a custom rom with the theme chooser app pre-installed. Soon there will be standalone GO Launcher Themes, but currently, this and Tigerblood are for Theme Chooser only. Providing you are running a rom with theme chooser installed, all you have to do after installing the theme is go to the theme chooser app and select the theme.

That being said, Decked out Blues is the culmination of hundreds of hours of theming of a multitude of apps and launchers. Essentially, it is a compilation of several standalone themes I've done including GO Launcher EX, GO widgets, and a multitude of system apps and elements including the system framework, pulldown, all major notifications and most of the most popular market apps including
